[3.4] Add RHEL 9 (+ derivatives) install guide (#5721) (#5755)

* rhel->rhel8 rename of the include file for install guides

* Add RHEL 9

* Add Alma, Oracle, and Rocky Linux 9 pre-emptively

* Add Alma Linux 9 EOL date.
