You're missing some files. [Read and follow the instructions for cogs.audio](https://github.com/Twentysix26/Red-DiscordBot/wiki/Requirements#python-libraries). These files need to be in the main Red-DiscordBot folder:

Your python is not 32bit like specified in the instructions. Install it. If you're extra sure that you did, you probably have two different installations of Python and the default is 64bit
